I have the honour to request that as I am at present
instead of on leave, I may be permitted to apply direct, through the usual channel for the appointment of Commissioner of Police, Federated Malay States, rendered vacant by the
regretted death of Captain H.L. Talbot.
In doing so, I would point out that in 1894, when the Resident of Selangor, Mr. Treacher, was submitting the draft estimates for 1895, he recommended me for the new appointment of Superintendent of Police, Selangor, and in so doing added "with a view to his succeeding Mr. Syers when he
retires".
This recommendation was made because I had given satis- faction in the discharge of my duties when I acted as Captain Superintendent of Police, Selangor, for over a year.
This suggestion was approved, but never took effect, as in the federation of the Malay States, the Police Forces were amalgamated; Mr. Douglas was brought in, and Mr. Wagner
promoted, while I was appointed Assistant Commissioner
Kinta, Perak.
Subsequently, on several occasions, I acted as Chief Police Officer, both in Perak and Selangor.
